Responsible for the effective coordination, delivery, evaluation and refinement of student services throughout the school division; ensure that all programs are in alignment with the outcomes for student success as identified in the school division’s strategic plan. Pupil Services programs include student enrollment, safety, student expulsions, risk management, student health services, psychological services, social work services, guidance services, homebound services, and other student services.

- Directly responsible for the supervision of Pupil Services staff/Centralized Enrollment/Kids First/Social Workers
- Develop the vision, mission, guiding principles, and strategic plan for the Office of Pupil Services that are in alignment with the outcomes for student success identified in the school division’s strategic plan.
- Develop a vision, mission, guiding principles, and strategic plan for school climate issues District-wide.
- Ensure the seamless delivery of support services for students through cooperative, collaborative, and timely efforts with school based administrators, personnel in central office departments, parents and external organizations/agencies.
- Recommend development of and/or revisions to policies, regulations and procedures in compliance with federal and state regulations as they relate to specific program areas and/or services for students.
- Directly or indirectly manage all staff assigned to student services programs; participate in the selection, training, and evaluation of personnel.
- Develop recommendations related to financial resources needed for student services and oversee the approved budgets for all service areas within the Office of Pupil Services.
- Review and approve grant proposals from the Office of Pupil Services; encourage the continued development of grant proposals and provide the necessary resources to accomplish the goal.
- Develop and implement approved programs and/or services to meet the needs of students, parents, and schools.
- Direct and monitor other general student service programs to include: homeless youth, shared housing, religious exemptions, foster care, truancy, non-resident attendance waivers, foreign exchange students, re-enrollment of incarcerated youth, placement of students transitioning from alternative school/setting, etc.
- Oversee and administer the enrollment process (Centralized Enrollment).
- Oversee the School Attendance & Review Board (SARB) process.
- Monitor and oversee all professional development activities provided by the Office of Pupil Services.
- Review, revise and approve production and distribution of materials for students, parents, administrators, school board, and schools prepared by the Office of Pupil Services.
- Ensure communications with students, parents, school staff, administrators, school board, and community groups/agencies are timely, effective, and aligned with the school division’s strategic plan.
- Serve as a liaison between student services and the schools and external groups/agencies/courts/ such as law enforcement, truancy court and Kidango.
- Assist in compiling and submitting accurate reports as related to Student Support Services as required by District, state and federal regulations.
- Represent the District in all expulsion administrative hearing panels and make presentations to the Board. Represent the District at the county level. Provide training to school site administrators.
- Review and Monitor Expulsions/Suspended Expulsions, (waivers, hearings and Board meetings).
- Manage data systems in areas of suspensions, expulsions and transfers.
- Serve as a resource to site principals regarding disciplinary issues.
- Investigate and respond to formal complaints.
- Perform related work as required.
KNOWLEDGE, SKILLS AND ABILITIES:
- Thorough knowledge of the practices, methods and techniques used in the administration and supervision of all facets of student support services;
- Thorough knowledge of prescribed School Board policies and procedures;
- Thorough knowledge of federal, state, and local laws, codes, regulations and ordinances related to the areas of responsibility for student support services;
- Thorough knowledge of Section 504 requirements;
- Excellent oral and written communication skills;
- Ability to motivate others to reach their fullest potential;
- Ability to establish and maintain effective working relationships with school officials, students, parents, teachers, support staff, associates, external organizations/companies, and federal, state, and local agency representatives.
EDUCATION AND EXPERIENCE REQUIRED:
- Master’s degree, postgraduate Professional License and Administration and Supervision Pre-K-12 endorsement required; Pupil Personnel Services license is preferred;
- A minimum of five (5) years of successful experience in the field of student support services.
- A comparable amount of training and experience may be substituted for the minimum qualifications.
