Chief Business Officer
Under the direction of the Superintendent, assumes complete responsibility for the administration of the District business division. Responsible for the planning, organization, coordination and implementation of the school housing, and facility program; including (1) the design, financing and construction of new school buildings and district facilities, and (2) the repair, maintenance, alteration, reconstruction and relocation of existing school buildings and district facilities.

Duties and Responsibilities:
- Directs and coordinates all Division functions through the Executive Director of Operations and the Directors of Fiscal Services, Maintenance and Operations, and Food Services Departments.
- The Business Services Department which is composed of seven operating units which include Budget, Accounting, Payroll, Purchasing, Printing Services, Risk Management and Student/Attendance.
- The Maintenance, Operations, and Transportation Department.
- The Food Services Department.
- The Facilities Department.
- Advises the Superintendent, Board, and others on all matters relating to the functions of the Business Division.
- Directs the development of Board policies related to the Business Division.
- Serves as a member of the Superintendent’s Cabinet and District Management Team.
- Attends all Board of Education meetings representing the Business Division.
- Provides District negotiator with financial information relative to the collective bargaining process.
- Prepares timely and concise reports and recommendations for the Superintendent and Board of Education.
- Identifies, defines, and describes policy issues, service programs, and community concerns related to the functions and activities of the Business Division.
- Plans, directs, and participates in the delivery and administration of assigned services and programs; confers with division staff and management personnel to identify and resolve problems, conflicts, and controversies.
- Works collaboratively with leaders of other administrative programs in integrating and coordinating individual effort into a unified program for the district.
- Reviews and administers outside service contracts for work performed.
- Devises comprehensive and effective systems of record keeping in accordance with the needs of the Business Division and the policies, regulations, and laws affecting the Business Division.
- Remains abreast of developments and innovations in the field by reading current literature, attending professional association meetings and conferences, and by discussing developments and issues of mutual interest with others in the field.
- Directs procedures and computer application systems necessary to maintain proper records and to afford adequate accounting controls and services.
- Appraises the district’s financial position and issues periodic reports on district’s financial stability and growth.
- Directs and coordinates the establishment of budget programs.
- Analyzes, consolidates and directs all cost accounting procedures together with other statistical and routine reports.
- Oversees and directs the preparation and issuance of district’s budget(s).
- Directs and analyzes studies of general economic, business, and financial conditions and their impact on the district’s policies.
- Analyzes operational issues impacting functional groups and the whole district, and determines their financial impact.
- Establishes and maintains contacts with all stakeholders.
- Arranges for the internal auditing of school accounts.
- Interprets the financial concerns of the district to the community.
- Performs related duties as assigned.
- Develop and update the planning data base for schools and district facilities (e.g. student enrollments, construction rates, student yield factors, address grid systems, building data, district maps, school boundaries, etc.).
- Develop and update short and long range projections for student enrollments and residential, commercial and industrial construction rates.
- Develop and update the short and long range master plans for new and existing sites, schools and district facilities.
- Develop and update financial plans and funding sources in support of the short and long range facility master plans.
- Coordinate the preparation and submittal of applications and plans for state funds, city funds, county funds, impact fees, developer fees, bond funds and other local funding sources.
- Coordinate the review and approval of all funding applications with the funding agency (city, county state, etc.) and interested or affected organizations (community committees, school sites, etc.)
- Administer the receipt, collection, disbursement, accounting and financial reporting of all funds received from agencies, fees, sale of bonds and local funding sources in support of the facility program.
- Coordinate the preparation of plans from the developed educational, performance and equipment specifications for schools and district facilities
- Develop and update timelines for the acquisition and construction of new facilities and the repair, reconstruction or relocation of existing facilities.
- Coordinate, negotiate, implement and supervise the sale, disposal, trade or acquisition of district easements, leases, agreements, sites and facilities.
- Coordinate, implement and supervise the construction of new schools and district facilities and the repair, maintenance, reconstruction and relocation of existing schools and district facilities.
- Coordinate the selection, monitoring and supervision of services provided by architects, engineers, consultants, contractors, attorneys, bond counsels, bond underwriters, inspectors and other professional service agencies used in support of the facilities program.
- Prepare and present periodic or special facility housing and financial reports to the public, funding agencies, Board of Education, Superintendent’s Cabinet, Management Team, school sites and community groups.
- Attend and participate in Board of Education, Superintendent’s Cabinet, staff, state agency, city, county, and community meetings as required.
- Perform related duties as assigned by the Superintendent.
Demonstrated Knowledge and Abilities:
- Education code, federal, state and local laws, codes, regulations and requirements pertaining to areas of assigned responsibility and bargaining unit contracts
- Principles, methods and techniques of school finance and service delivery
- Comprehensive management principles, practices, and methods in areas of finance, operations, purchasing, and risk management.
- Methods of approaches to administrative planning, organizational development, and resource allocation;
- Personnel management principles and practices, including selection, training, supervision, and performance evaluation.
- Interpersonal skills using tact, patience and courtesy.

Education and Experience:
Any combination of experience and education that would provide the required knowledge and abilities is qualifying.
Masters Degree from an accredited college or university with an emphasis in business administration, finance, or closely related field.
Seven (7) or more years of experience in positions with progressively increasing responsibility and directly related to financial and business administration is required.
