Local Control and Accountability Plan and Annual Update Template
Gov. Brown’s budget proposal for 2014-15 and the state’s new Local Control Funding Formula (LCFF) and Local Control Accountability Plan (LCAP) will affect public education.
LCFF was designed to correct historical inequities in school funding and increase flexibility, to provide additional resources for schools serving low-income students, English learners and foster youth, increase the level of local decision-making and align budget and accountability plans.
The LCAP, meanwhile, calls for annual goals in eight state priority areas (student achievement, student engagement, other student outcomes, school climate, parental involvement, basic services, course access and implementation of Common Core Standards) and requires districts to identify specific actions to be taken to achieve the goals, specifically for ethnic/racial subgroups, socio-economically disadvantaged students, English learners, students with disabilities and foster youth.
