At Tuesday night's meeting, Chief Business Officer Annette Heldman shared with the Board the projected impact of the Governor's proposed 2019-20 budget that was shared last month.  Ms. Heldman discussed two highlights of that budget; the $2 billion increase to the Local Control Funding Formula (LCFF) by way of an increased Cost of Living Adjustment (COLA) and the $3 billion reduction in obligations that districts make to the California State Teachers' Retirement System (CalSTRS).  Ms. Heldman explained that many of the elements in the Governor's proposed budget would change by the time it is approved and added that it already appeared that the proposed CalSTRS savings was going to be reduced. She broke down how these state-wide increases to school funding would be realized at our district level.  Ms. Heldman shared that, if our enrollment remained unchanged, the district would realize a benefit of approximately $900,000 through the increase to the COLA and would save over $650,000 as a result of not having to contribute as much to CalSTRS for a total benefit to the district of over $1.5 million.

Ms. Heldman also explained how this increase will play out once factors such as the district's declining enrollment are factored in.  When we account for the projected reduction in the number of students for the 2019-20 school year, that $1.5 million benefit nearly disappears with the district only realizing a few thousand dollars ($9,000).  In essence, the benefits of the Governor's budget to the District are almost completely negated by our declining enrollment.
